Bastion's touch sensors don't take in anywhere near as much textural information as the cyborg's skin does; only on their hand, designed for poking and examining as well as for grabbing things and using tools, is it even close. They pick up on pressure, moisture and temperature elsewhere on their body, but wiring all of their armor plating for sensitivity to texture would be an impracticality with no clear benefit to their manufacturer.
